Wylie Mayor Eric Hogue will deliver his annual State of the City Address during a special Wylie Chamber of Commerce luncheon from 11:30 a.m. to 1 p.m. Tuesday, Feb. 28 at First Baptist Church Events Center, 200 N. Ballard Ave. in Wylie.
