Chamberlain announces election bid for Heath City Council, Mayor

(HEATH, TX – Oct. 17, 2017) Joe Chamberlain announced that he is running for election for Heath City Council, Mayor.

“I am asking for the vote of my fellow citizens of Heath, as I am seeking election to the 2018 City Council Mayor’s position. My past 9 years of city service has seen improved City infrastructure, commercial and residential growth that reflects the best of our local real estate values. The Texas Department of Transportation FM740 expansion project has brought CVS and The Hub to Heath; this will continue to bring further opportunities for improving our lifestyle and self-sufficiency as the project is completed in 2018.

I have served as a City Councilman, as a Planning and Zoning Commissioner; I also served as a member of the Take-line Committee.

The City of Heath will continue to face challenges to our budget and increasing need for infrastructure and new parks as reflected in our City Comprehensive Plan. As Mayor, I hope in the near future to bring parkland development in Heath to a new level including multi-use ball fields and park areas.

I love being a public servant in Heath. I have served my country as a US Marine during the Vietnam era, served my school district as the first instructor from Collin County College permanently assigned to Rockwall High school for 5 years, I served my state as a representative for the Texas Association of Builders, served my local industry by serving as the 70th President of the Dallas Builders Association covering 7 counties, 32 Municipalities, and of course my decade plus years, if elected to Mayor, of working for the City of Heath.

The difficulty in balancing our individual property rights and the needs of the City / Citizens; will be centered around resolving how to incorporate the coming growth in the city, while maintaining a wonderful lifestyle. The next decade will shape the future of Heath as we continue to increase in population. I have proposed a seniors / disabled tax freeze and I am presently trying to finalize the purchase of the Forney Lake Water system in Rockwall County. I want to be able to implement all of these improvements before I retire from the City Council. These changes will benefit our citizens by ensuring that combining the City of Heath’s water system with the existing FLWS in Rockwall County, will allow for economy of scale in our operation of a City controlled water supply. The seniors / disabled tax benefit will benefit all citizens now and in the future without raising our tax rate. I hope to keep as many seniors in Heath as possible. They are the majority of our volunteers with a lifetime of experience. Parks and Ball fields will enhance our quality of life and enhance our sense of community. It is my duty, if re-elected to council as the Mayor, to continue to be an efficient steward of our tax money; to keep taxes low and the quality of our city services high.

I live and work in Heath with my family. It is very humbling to have been elected as a city councilman and I am grateful to have served the past 4 years as an elected representative of our citizens. My family has generations of good works / best practices for the City, including donating the land for Amy Parks elementary; the city purchase of the land where the city’s public works is located; it was a family homestead.  I philosophically believe in and practice the development of extremely low density sub-divisions – estate lots, and / or the construction of low density, high quality custom homes to minimize the load on our school district and city infrastructure while increasing our tax revenues. I look forward to continuing to serve on the Council if re-elected in the Mayoral position.”
