Public hearing: I-30 Frontage Road Improvements from Bass Pro Drive to Dalrock Road

(ROCKWALL COUNTY, TX – May 5, 2018) The Texas Department of Transportation is proposing improvements to IH-30 Frontage Roads from Bass Pro Drive in Dallas County to Dalrock Road in Rockwall County, Texas. Pursuant to Texas Administrative Code, Title 43, Part 1, Chapter 2, Subchapter E, §2.107 and §2.108 and Code of Federal Regulations, Title 23, Chapter I, Subchapter H, §771.111 and Title 40, Chapter V, §1506, this notice advises the public that TxDOT will be conducting a public hearing on the proposed project.

The hearing will be held on THURSDAY, MAY 31, 2018 in the Terrace Room at Hellah Shrine, 2121 Rowlett Rd, Garland, TX 75043. Maps and displays will be available for viewing at an Open House at 6:00 p.m. with the formal hearing starting at 7 p.m. The purpose of the hearing is to present the planned improvements and to receive public comment on the proposed project.

The proposed project includes constructing a continuous six-lane frontage road system crossing Lake Ray Hubbard along IH-30, between Bass Pro Drive and Dalrock Road, in Garland and Rowlett, Texas, respectively. The length of the proposed project is approximately 2.24 miles. The improvements also include the construction of a new five-lane bridge for Bayside Drive (two lanes traveling southbound and three lanes traveling northbound) with left-turn lanes, a southbound Dalrock bypass, the reconstruction of the interchange at Dalrock Road to include a one-way Dalrock Road direct connector roadway from the eastbound IH-30 frontage roads to northbound Dalrock Road, and associated ramp modifications. The project would include barrier-separated sidewalks located along the westbound outer lane of the frontage road for pedestrian accommodation, and a wide shared-use path would be constructed along the eastbound outer frontage road lane (also barrier separated) for both bicyclists and pedestrian accommodation. The shared-use path would connect with the existing/planned shared-use facilities in the cities of Garland, Rowlett, and Rockwall as a part of the Regional Veloweb per North Central Texas Council of Governments (NCTCOG) plans. At Bayside Drive bridge a sidewalk would be constructed along the northbound outer lane, and a shared-use path would be constructed along the southbound outer lane of the Bayside Drive bridge for both bicyclists and pedestrian accommodation. Both the sidewalk and shared-use path would connect with planned developments to be located north and south of IH 30.

A total of approximately 7.1262 acres of new right-of-way (ROW) would be required to accommodate the proposed improvements, ramps, bridge structures, and frontage roads to be reconstructed. This ROW total includes 1.0206 acres of non-recreational ROW at Lake Ray Hubbard. A single noise wall would be proposed near the proposed new interchange at Dalrock Road along westbound IH-30. There would be no residential or commercial displacements as a result of the project.

Portions of the proposed project area and construction work would occur in the FEMA designated 100-year floodplains within both the Cities of Garland and Rowlett and Dallas County, therefore, coordination with Dallas Water Utilities (DWU), and the local FEMA floodplain administrator would be required. The hydraulic design for this project would be in accordance with current FHWA and TxDOT design policies. Approximately 0.54 acre of wetlands associated with Waters of the United States at Lake Ray Hubbard would be permanently filled and authorized under a United States Army Corps of Engineers (USACE) Section 404 Nationwide Permit 25. Anticipated impacts at Lake Ray Hubbard are due to placement of bridge columns and roadway fill. Permanent fills have been minimized and avoided to the greatest extent possible and all permanent fills would comply with the conditions of Section 401 and Section 404 of the Clean Water Act.

Environmental documentation and maps showing the proposed project’s location and design are on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas 75150. This information also will be available for inspection at the hearing. All interested persons are invited to attend the public hearing. Verbal and written comments from the public regarding the project are requested and may be presented at the public hearing. Written comments from the public will be accepted for a period of 15 calendar days following the hearing and may be submitted by mail to .the TxDOT Dallas District Office, Attention: Mr. Jason Estridge P.E., 4777 E. Written comments must be received or postmarked on or before Friday, June 15, 2018 to be included in the documentation of the public hearing.

The public hearing will be conducted in English.
