Capitol Update: Historic Transformational School Finance Passed by the Texas House

(ROCKWALL, TX — April 8, 2019) Greetings! Last week, the Texas House passed House Bill 3, the Texas Plan for school finance! House Bill 3 fundamentally transforms the way Texas invests in its students. This bill puts into motion approximately $9 billion in funding – beyond enrollment growth and current law entitlement over the next two years – to accelerate student achievement, prioritize teacher quality, and make available more dollars for the classroom.

Under HB 3, ALL Texans will see a reduction in property taxes. This bill devotes $2.7B to property tax reduction and lowers school district property tax rates by an average of 5.5% statewide! House Bill 3 reduces recapture payments by more than 38 percent this biennium, dropping from $7.7 billion to $4.7 billion.

I am so proud to stand alongside over 100 of my House colleagues in support of this legislation. HB 3 will make a meaningful difference in the lives of so many.
