City of Rockwall honors legacy of retiring Administrative Services Director Cheryl Dunlop

Today, the City of Rockwall commemorated the retirement of a woman who has poured her heart and soul into the community.

City officials and community members gathered at The Center in Rockwall to honor Cheryl Dunlop as she prepares to retire after more than 20 years of service to the City.

Dunlop has been the director of administrative services for the City of Rockwall since 1999.  In this capacity, she directed the City’s organizational development, community partnership programs, risk management programs, employment law compliance and human resources.

Dunlop received her Masters in Public Administration from University of Texas in Arlington.  She also received her certification from University of Texas/Arlington as a certified public manager in 2005.  She holds additional professional certifications with: National Public Employer Labor Relations Association, Society for Human Resource Management, International Public/Personnel Management Association, and Institute for Applied Management and Law.

Career

Dunlop began her career working on Capitol Hill for a Texas congressman as a legislative assistant where one of her primary areas of responsibility focused on ethical issues in federal government.  After her time in Washington, Cheryl continued her career with Texas-based, national healthcare organizations for a cumulative 16 years.  In addition to her responsibilities for organizational development, risk management, healthcare regulatory compliance, employment law/regulatory compliance and human resources, and physician recruitment and credentialing, she was responsible for the development and communication of the organizations’ ethics programs.

Leadership

Dunlop has demonstrated her commitment to community values through her partnership initiatives.  She has held various board positions with community organizations since 1990.  In 1995, as a member of the Rockwall Chamber of Commerce Executive Board, she and another board member, Dennis Bailey, proposed and created the Leadership Rockwall program, which has thrived and been successful since. In 2007, she developed a partnership program with the Chamber called The LunchBox Series. This program provided a venue for educating, communicating and facilitating discussions regarding various employment law issues and challenges that local business community faces, in addition to “best practices” solutions.  And, she is currently a member of the Professional Women’s Alliance.

Since 2001, Cheryl has been associated with The Center for American & International Law through the Ethics Advisory Board, as a trustee of the Center’s Administrative Advisory Board, an adjunct faculty member and board member of the Institute for Law Enforcement Administration. Cheryl is a state certified mediator and has volunteered over 200 hours in mediation for the Dallas County Judicial Court System and Dallas Mediation Services.

Additional professional associations include:  International Public Management Association, American Society for Public Administration, Society for Human Resource Management, Texas Municipal Human Resources Association, International City/County Management Association, National Public Employer Labor Relations Association, Texas Public Employer Labor Relations Association, Texas Association of Telecommunications Officers & Advisors (TATOA), Professional Women’s Alliance, and The Advisory Board for Certified Public Management.
