(ROCKWALL, TX — November 28, 2017) Judge Cathy Penn has announced her candidacy for the office of Rockwall County Justice of the Peace, Precinct 2. With a combined 20-plus years of service to the City of Rockwall and Rockwall County, as well as other local municipalities, Judge Penn has the specialized training and experience to ensure that the law is followed and all parties are treated fairly.
As an assistant criminal district attorney in Rockwall County for over 11 years, Judge Penn gained extensive experience in the Justice of the Peace courts. In 2007, Cathy Penn was appointed to serve as presiding judge for the City of Rockwall, where she has continued to serve for over 10 years. Since then, she has been appointed as judge in four other cities as well. Judge Penn also helps foster parents achieve permanency for children in CPS care through adoption.
While justice courts and municipal courts are sometimes referred to as “people’s courts,” parties still rely on the judge to know the law, evidence, and rules of procedure applicable to their case, regardless of whether one side or the other is represented by an attorney. For the average person, this may be the only court they will encounter. The judge must be held to the highest ethical standards.
Cathy Penn earned her J.D. from South Texas College of Law, where she was a member of the Order of the Lytae honor society, managing editor of the Corporate Counsel Review, and recipient of the AMJUR award for Legal Research and Writing. She graduated from the University of Houston with a B.B.A. in Finance, earning membership in the Beta Gamma Sigma honor society. Cathy Penn has served on the boards of Helping Hands and the Rockwall Bar Association. She volunteers for the Legal Aid of Northwest Texas Rockwall legal clinics and as an investigator for the Unauthorized Practice of Law Committee of the Texas State Bar.
On a personal note, Judge Penn has resided in Rockwall since 1995 and lives in Chandlers Landing with her husband, Terry. They have three grown children and enjoy boating, traveling, spending time with family and relaxing in the backyard.
