ROCKWALL, TX – July 28, 2020 — In its regular meeting today, the Rockwall County Commissioners Court unanimously approved the following Early Voting and Election Day schedule for the county in the upcoming 2020 General Election on Nov. 3:

Rockwall County Elections Administrator Chris Lynch said the schedule includes the additional week of Early Voting granted by Gov. Abbott in his proclamation on July 27. Lynch told the court he expects the turnout for the upcoming election will exceed that for the 2016 General Election in the county, which saw upwards of 40,000 voters from the county’s 17 precincts.



Lynch also expressed concerns that the county might not be able to utilize the Rowlett Health and Rehab Center for Precinct 1A for a public polling location on Election Day due to safety concerns with the coronavirus pandemic and the expected voter turnout.

“As we sit here today, it’s hard for me to imagine a scenario where they [Rowlett Health and Rehab Center] are going to be comfortable with us being in there on Election Day,” Lynch said. “I think how we would solve that challenge is to direct those at that polling location in Precinct 1A down the street to Precinct 2B Cullins Lake Pointe Elementary School.”

Lynch said he would follow up with the court for approval should that move be necessary.

Appointment of Judge for Rockwall County Court at Law No. 2

The Commissioners Court also unanimously approved the appointment of Stephani Woodward as judge for the new County Court at Law No. 2.

Following the 86th Texas Legislative Session, Texas Governor Greg Abbott signed Senate Bill 891 effectively creating a new County Court at Law in Rockwall County on Sept. 1, 2019. The bill also created a legal vacancy for the office of judge for the new court on that date.

Five candidates ran for the office in the Rockwall County Republican Primary Election held on March 3: Jeff Shell, Tiffany Miller, Craig Stoddart, John Browning and Woodward. In the ensuing Republican Primary Runoff on July 14, Woodward defeated Browning with 70 percent of the vote.

“Little did we know that we would have five qualified candidates run for this position, and I’m always amazed at those stepping up to serve Rockwall County,” said County Judge David Sweet. “I would like to thank all of them for that, as well as congratulate Stephani [Woodward] on her efforts. I can’t say enough about Stephani and the quality of attorney that she is, and the quality of judge she will be for the County Court at Law No. 2.”

“I am really looking forward to serving the citizens of Rockwall County, and I am honored to have this opportunity,” Woodward said.

Woodward will be sworn in as judge for the Rockwall County Court at Law No. 2 this coming Friday, July 31.

Rockwall County COVID-19 Update

Barbara Neville of the Rockwall County Office of Emergency Management provided the court with up-to-date statistics and reporting regarding COVID-19 in the county.

At the time of this writing, Rockwall County has:

  • 716 cumulative confirmed cases of COVID-19
  • 74 active cases
  • 625 estimated recoveries
  • 17 deaths

A total of 9,404 tests for COVID-19 have been conducted in the county, with 49 people currently in hospitals throughout the county with confirmed cases.

“Our department has been continuing to work with daycares and long-term care facilities to ensure that they are following CDC and HHS  guidelines, and to make sure that thye have the necessary resources to fight COVID-19,” Neville said. “We are keeping an eye on a couple daycares and long-term care facilities, but there’s nothing to be majorily concerned about at this time. Everybody’s heads and hearts are in the right place in doing everything they can to prevent this spread, which is awesome.”



Sweet commended the new Rockwall County Health Authority, Dr. Jamie Metcalf-Kelly, on her tremendous guidance and work with the school districts in Rockwall and Royse City as they navigate plans for the upcoming school year. Metcalf-Kelly, a 22-year Rockwall resident who practices family medicine at Rockwall Urgent Care and is affiliated with Texas Health Hospital Rockwall, was officially approved by the Commissioners Court on July 14 to serve as the County Health Authority through the remainder of this fiscal year, which ends on Sept. 30.

On July 27, the Rockwall ISD School Board voted to delay the start of school for both remote and in-person learning until Aug. 26. The Royse City School Board approved in their meeting yesterday to push back the first day of classes (remote and in-person) for Royse City ISD to Aug. 24.

“I want to thank Dr. Kelly for her work and her availability in working with the two school districts, as well as Rockwall ISD Superintendent Dr. [John] Villarreal, Royse City ISD Kevin Worthy and the respective school boards for their work in acknowledging her expertise,” Sweet said.

Rockwall County Employees of the Quarter

In other business, the Commissioners Court recognized two exceptional county employees for their amazing work in the second quarter 2020. Congrats to Jarod Rosson of the Rockwall County Office of Emergency Management and Daniel Driggs with the County Tax Assessor’s Office on receiving Employee of the Quarter honors!
