Rockwall ISD Board Update: Highlights from Board of Trustees July 10, 2023 meeting

Rockwall, TX (July 11, 2023) – The following is a Rockwall ISD press release summarizing the meeting of Monday, July 10, 2023.  NOTE: Board meeting summaries highlight different agenda items. Board meeting videos are available for viewing within 24-hours of the meeting at www.rockwallisd.com.

Review of Board of Trustees Operating Procedures
The Board of Trustees reviewed the Board Operating Procedures at a previous meeting. Trustees gave input for clarifying language. The review was informational only. No action was taken.

Board of Trustee Representative on Rockwall ISD Land Committee
The Board of Trustees is represented by a Trustee(s) nominated to serve on the Rockwall ISD Land Committee. Generally, the committee will meet regularly with Administrative team members to review and hear information regarding the District’s land needs in response to future student enrollment growth. The Board of Trustees appointed Trustee Frank Conselman to join Trustee Stan Britton on the committee.

Summer Leadership Institute
Trustees reported on the Summer Leadership Institute conference attended in June.

Ouida Springer Elementary School Principal Named
Andrea Olive was named the principal of Ouida Springer Elementary School. She has served students and staff in education for twelve years. Most recently, Mrs. Olive has served as assistant principal for three years at Ouida Springer Elementary. She has also served as an assistant principal at Dallas ISD. In addition to her campus leadership experience, Mrs. Olive has served as a teacher in multiple grade levels, including in bilingual classrooms in Garland ISD, Hayes CISD and Manor ISD. Prior to her experience in education, she worked six years in management for CitiFinancial. She earned a Bachelor of Science in Business Administration from the University of Texas at Dallas and a Master of Educational Leadership from Lamar University.

Mrs. Olive’s professional experiences include:
• Five-year campus assistant principal experience;
• Elementary Summer School Principal;
• Bilingual teaching experience;
• Rockwall ISD Aspiring Principal Academy participant;
• Successful implementation of Professional Learning Communities (PLC);
• Campus-wide implementation of Positive Behavior Intervention Supports (PBIS);
• Extensive experience leading campuses with bilingual and special programs; and
• Five years of leadership experience in creating positive campus culture.

Approval of the Alternative Education Program Waiver (Optional Flexible School Day Program)
The Board approved the Optional Flexible School Day Program application as required by the Texas Education Agency. The waiver allows the District to receive full-day funding for student enrollment in the Choice program at the Rockwall Quest Academy.

Approval of Board Policies
The Board of Trustees approved Policy Update 121 from the Texas Association of School Boards (TASB) regarding local policies. The Board also approved a revision to policy DEC(LOCAL).

School Health Advisory Council (SHAC) Annual Update
The Board received the annual SHAC update that included meeting dates and accomplishments. The SHAC committee is comprised of parents, community members, teachers, administrators and district staff members in compliance with policy EHAA (LEGAL).
