Rockwall, TX (May 19, 2025) – A new chapter began for the City of Rockwall on Monday as newly elected officials were sworn in during a City Council meeting marked by unity, gratitude, and a forward-looking vision. The evening opened with a moving invocation delivered by Pastor Kason Huddleston, who offered a prayer of strength, wisdom, and leadership for the city, its leaders, and its citizens.



New Council Members Sworn In
The ceremony marked the official induction of three City Council members:
- Richard Henson – Place 1
- Melba Jeffus – Place 3
- Dennis Lewis – Place 5 (re-elected)

Following the council induction, Judge Brett Hall administered the oath of office to Timothy McCallum, as Mayor of Rockwall. The room erupted in applause as the Mayor thanked Judge Hall for swearing him into his first political office back in 2003—and for graciously agreeing to do it again.

In his remarks, Mayor McCallum spoke with heartfelt appreciation for his family — his wife, and children — and acknowledged the support and trust of Rockwall’s citizens. He extended thanks to both new and returning council members, including Anna Campbell, Mark Moeller, and Sedric Thomas, expressing his excitement for the work ahead.
“The people of Rockwall made a loud statement — a mandate to lead the entire city with purpose and pace to match our rapid growth,” McCallum said.

He outlined three major priorities for the upcoming term:
- Density and Growth Management – A renewed focus on the city’s comprehensive plan, particularly in managing apartment developments and preserving family-friendly neighborhoods.
- Infrastructure – Commitment to finishing ongoing road projects and improving transparency through monthly status updates.
- Economic Development – Expansion of the Technology Park to attract high-paying jobs and diversified industry to Rockwall.
The mayor also emphasized fiscal responsibility, underscoring the importance of protecting taxpayers and avoiding no-bid contracts in city projects.
Big Vision and Community Investment
Mayor McCallum called for bold action and ambitious thinking. He highlighted the need to prioritize essential services, starting with a new facility for Fire Station 1, noting that the current building was never designed to house full-time firefighters.
He also addressed public concerns surrounding the Klutts Farm development, which lacks comprehensive park amenities. McCallum directed city staff to explore ways to transform the farmland into a fully developed public park for the entire community to enjoy.
A Listening Leader with Local Roots
Closing his remarks, Mayor McCallum reaffirmed his commitment to listening to constituents — even in moments of disagreement — and reflected on his deep roots in the community. He concluded with a call to action, encouraging residents and leaders alike to build a future worthy of Rockwall’s aspirations.
“Let’s keep Rockwall an unapologetically aspirational community,” he said.
