Rockwall’s Justice of the Peace Mark Russo named Judge of the Year at annual conference

Justice of the Peace Mark Russo, Precinct 3, & J.R. Woolley, JPCA President-elect

El Paso, TX (June 30, 2025) -The Justice of the Peace and Constable Association (JPCA) held its annual statewide conference in El Paso, Texas, from June 23 to June 27, with over 380 members in attendance. Rockwall County achieved significant milestones during the conference. It was announced that Rockwall would serve as the Host City for the 2027 JPCA conference. Additionally, JPCA recognized Rockwall County Precinct 3 Justice of the Peace Judge Mark Russo as the Judge of the Year for 2025! He was honored for his involvement as Judge Advocate for the JPCA, his service on the Legislative Committee, and his role as an instructor for the Texas Justice Court Training Center.

Judge Russo expressed his gratitude, stating, “It is an honor to be recognized by the JPCA. I truly feel blessed to have a great staff and to work with excellent fellow Judges and Constables.”

The 81st annual conference also provided 20 hours of Continuing Education for Judges and Constables. JPCA aims to offer its members networking opportunities, leadership development, and scholarships for family members.

The Justices of the Peace and Constables Association of Texas serves as a representative body for all 254 counties in Texas, encompassing over 2,000 members, including Judges, Constables, Deputy Constables, and Clerks. This positions the association as the largest collective of elected officials in the state. The organization is dedicated to enhancing professional-level educational training for both offices and staff, while also fostering an environment of peer support. The JPCA takes great pride in advocating for the interests of the dedicated individuals who work on the front lines of our justice system.
