Rockwall, TX-July 3, 2025 – The Rockwall County Commissioners Court on June 1st, 2025, appointed 21-year resident of Heath, Steve Frazier, to the open Constable Precinct 3 seat following the retirement of Constable Dan Otto.
Frazier has brought over 36 years of experience in public safety and corporate security to Rockwall County after his honorable retirement from the Garland Police Department. As a lifelong Texan, he has built a distinguished career grounded in integrity, professionalism, and a deep commitment to the community.
Until his appointment, Mr. Frazier had served as an armed security officer for the Rockwall Independent School District since 2023. “My goal is to protect and serve all Rockwall County residents with the highest standards possible,” stated Constable Frazier. Since his appointment, Frazier has hit the ground running, completing his required 20-hour training in El Paso, Texas. He aims to provide strong faith-based leadership with good judgment and unwavering dedication to the community.

“I am honored to have been considered and appointed by the Commissioners Court and look forward to being duly elected by residents of Precinct 3 in 2026,” remarked Frazier.
“I look forward to working with Steve in his new role as Constable for Precinct 3. He is highly qualified and well-respected in law enforcement,” said County Commissioner Lorne Liechty of Precinct 3.
