Rockwall, TX (August 27, 2025) – The Rockwall City Council was presented the proposed FY26 budget on Monday, August 25, which includes an increased tax rate of 25.75 cents per $100 of assessed value for the upcoming fiscal year, October 1, 2025, through September 30, 2026, an increase of just over one cent from the prior year. This would bring the average residential tax bill to $1,217, an increase of $151 compared to last year, based on the average taxable home value of $472,950. Homeowners over the age of 65 will continue to benefit from the City’s senior tax freeze program, which prevents increases in their property tax bills.
The proposed increase is intended to fund critical priorities such as street reconstruction projects, competitive pay for the Police and Fire Departments, and ongoing park and infrastructure improvements. Approximately 60% of the tax rate would fund daily operations, while 40% would be allocated to debt service on road projects.
The City Council will review the proposed budget in the coming weeks, with opportunities for residents to provide input during public hearings on September 2. The City Council will consider adoption of the FY26 budget on September 15.
