Rockwall City Council approves 2026 budget

Rockwall, TX (September 17, 2025) – At the September 15 meeting, the Rockwall City Council adopted the Fiscal Year 2026 budget and property tax rate. The FY 2026 budget runs from October 1, 2025, through September 30, 2026. The adopted tax rate for FY 2026 is $0.25750 per $100 of valuation.

The $54 million budget prioritizes investments in public safety compensation, street reconstruction projects, and ongoing park and infrastructure improvements.

Key highlights include:
Public Safety Compensation Increases: To help Rockwall remain competitive and retain top talent.
Police Vehicles: Replacement of aging patrol units with nine new vehicles.
Street, Alley, and Sidewalk Improvements: $3 million for asphalt overlays, concrete repairs, micro surfacing, crack sealing, pavement stabilization, and updated markings.
Park Improvements: $765,000 for projects such as a full replacement of the Harry Myers splash pad, upgrades to playgrounds and Kidzone, a new sidewalk and fishing pier at Stone Creek Park, soccer field enhancements at Chandler Park, and new playground equipment at Foxchase Park.
New Parks Planning: $300,000 for master planning of the North and South 50-acre community parks.

The City plans to issue around $5 million in bonds to be repaid with Tax Increment Financing (TIF) revenue to be spent in repairs at the Harbor docks and fountain, as well as additional parking.
