Rockwall, TX (September 24, 2025) – The following summary highlights business and recognitions from the Rockwall ISD Board of Trustees meeting of Monday, September 22, 2025.
Recognitions
Congratulations to the following students that were recognized by the Board of Trustees:
- Extended School Year 2025 Mentors – The ESY Mentor Program, which began in 2018, supports and works with students with disabilities by providing a peer mentor. This past summer, 16 Middle and High School students volunteered to support their peers in ESY and provided a total of 621 hours of service. Extended School Year (ESY) is provided for students with special needs who qualify for special education services during the summer as determined by their Individualized Education Plan Committee. Students receive individualized instruction in critical life skills, including academic, and communication. We also provide therapies and support through Related Services for our ESY students.
Review of the Board of Trustees Operating Procedures

Approval of District of Innovation Plan Amendments
Per Board policy AF (LOCAL), a local innovation plan may be amended, if the action is approved by a vote of the district-level committee and a two-thirds majority vote of the board.
The Board of Trustees approved the additional amendments to the District of Innovation (DOI) plan which include:
- Grievance Timeline, Processes, and Procedures – This additional amendment would allow the District to continue to adhere to an established grievance policy with procedures and timelines as outlined in its local Board’s policies DGBA, FNG, and GF.
- Parent Conferences – Teachers will offer at least one parent conference per year on dates set forth on the campus calendar. In addition to conferences scheduled on the campus calendar, conferences may be requested by a teacher or parent as needed.
- Instructional Plans/Syllabus – Rockwall ISD maintains Instructional Plans/Parent Content Guides on the school district website that meet the instructional plan requirement for core content courses. If a teacher of a non-core course receives a request from a parent for a copy of the instructional plan or course syllabus for a class in which their student is enrolled, the District will respond to such request.
Construction and Technology Project Update
As a fast-growth school district, Rockwall ISD is in a constant state of change as the District continues to grow and add more students and staff. The Operations and Technology departments support the District by providing assessment, evaluation, and improvement to District facilities and technology systems to create the best learning environment possible for our students and staff.
The Operations and Technology departments, have been, and are currently managing many projects (see attached report) to help facilitate the District’s goal of providing authentic and innovative learning environments. These many projects include, but are not limited to:
- Campus Renovations & Additions
- New Campus Construction
- Interior Renovations to Existing Campuses
- Exterior Landscaping Upgrades
- Roof Replacements
- Civil Site Improvements
- HVAC and Other Major Mechanical Replacements
- Classroom Technology Upgrades
- Technology Infrastructure Improvements
Approval of a Resolution Nominating a Candidate to Serve on the Board of Directors of the Rockwall Central Appraisal District
Per Texas Property Code, Texas Property Tax Code Sec. 6.03(g)m “Each taxing unit . . . that is entitled to vote may nominate by resolution adopted by its governing body one candidate for each position to be filled on the board of directors. The presiding officer of the governing body of the unit shall submit the names of the unit’s nominees to the chief appraiser before October 15.” Nominee:

Approval of Recommendation for CSP 2425.06-002 for Chromebooks and Desktops for Garcia Elementary, Hamm Elementary, Hays Elementary, Reinhardt Elementary, and Shannon Elementary
The Board of Trustees approved a contract award to Riverside Technologies in the amount of $1,454,518.75 for Chromebooks and Desktops for Garcia Elementary, Hamm Elementary, Hays Elementary, Reinhardt Elementary, and Shannon Elementary. Project costs are funded by the Rockwall ISD 2021 Bond Authorization.
Approval of Recommendation for CSP 2425.06-001 for Audio Visual Upgrades for Garcia Elementary, Hamm Elementary, and Reinhardt Elementary
The Board of Trustees approved a contract award to Lockstep Technology Group in the amount of $420,564.23 for Audio Visual Upgrades for Garcia Elementary, Hamm Elementary, and Reinhardt Elementary. Project costs are funded by the Rockwall ISD 2021 Bond Authorization.
Approval of Project Completion for the Herman E. Utley Middle School Construction Project
The Board of Trustees accepted project completion of the Herman E. Utley Middle School construction project. Project costs were funded by the Rockwall ISD 2021 Bond Authorization.
Approval to Join the 1GPA Purchasing Cooperative for the 2025-2026 School Year
The Board of Trustees approved the recommendation to join the 1GPA purchasing cooperative as presented for the 2025-2026 School Year.
Board Approves Texas Education Agency Waiver
The Board of Trustees approved a Texas Education Agency class size waiver for 28 elementary classrooms across the District (Hays, Cullins-Lake Pointe, Pullen, Lyon, Garcia, Nebbie Williams, Springer, Shannon, Hamm and Reinhardt). Districts are required to review class size enrollment in grades PK- 4 to determine whether these classes meet the requirements of Texas Education Code 25.112. The allowable PK- 4 class size is 22 students to 1 teacher. The district must submit a request for exception waiver should any class size exceed this limit.
Board Approves Renewal of Good Cause Exception in Compliance with HB121
The Board of Trustees approved the renewal if the Good Cause Exception and the Districts Alternative Standard in compliance with HB 121.
Board Approves Contracts for Election Services
The Board of Trustees approved the contracts for election services with Rockwall County, Kaufman County and Collin County.
November 4, 2025, is designated by the state of Texas as the date for a general election, which includes Proposition A Voter-Approval Tax Ratification Election.
