Rockwall residents to see adjustments to water and wastewater rates effective January 1

Rockwall, Texas (December 31, 2025) – Rockwall residents will soon see water and wastewater rate increases on their City of Rockwall utility bills. City Council approved adjustments to water and wastewater rates that will take effect January 1, following action by the City Council at its December 1 meeting. The rates will be reflected on bills for January usage.

These changes reflect rising regional costs associated with water supply, treatment, and wastewater operations, including increases passed to the City’s wholesale provider, the North Texas Municipal Water District (NTMWD). Like many cities across North Texas, Rockwall continues to see higher costs related to infrastructure, treatment, and long-term utility investments.

Under the new rates, the average residential customer will see an increase of approximately $1.55 per month for water and $5.40 per month for wastewater in base charges. Volumetric rates will also increase modestly, with water rising $0.29 per 1,000 gallons and wastewater rising $0.60 per 1,000 gallons across all usage tiers. Wastewater billing will continue to be based on winter average usage to best reflect typical household water use.

City staff conducted a detailed rate analysis to ensure the adjustments are limited to just what is necessary to cover operational costs, debt service on major utility projects, and required reserves. Over the past several years, wastewater treatment transmission costs to the regional treatment plants have increased significantly due to new infrastructure investments and rising treatment expenses. The City remains committed to providing safe, reliable water and wastewater services while planning responsibly for long-term infrastructure needs.
