Update from the Rockwall ISD Board of Trustees from Monday, December 15, 2025

Rockwall, TX (December 16, 2025) – The Rockwall ISD Board of Trustees met Monday, December 15 at their regularly scheduled monthly meeting – a summary of the meeting follows.

Recognitions
The Board of Trustees recognized outstanding individuals and groups for the following accomplishments:

• Lila G., a Virginia Reinhardt Elementary student, is the District holiday card winner. Her teacher is Ms. Danielle Ebeier. Lila’s piece was selected for the Rockwall ISD holiday card from artwork submitted by elementary schools across the District.

• The 2025 Class of the Rockwall ISD Leadership Academy completed its program in November. Since its start in 2015, this eight-month, school-year experience has offered parents an inside look at district operations through sessions focused on elementary and secondary curriculum, data walks, school finance, board governance, and panel discussions with principals and students. Approximately 190 parents have now graduated from the program as it marks its 10th year.

• Ms. Mynda Rivera is a finalist for the Lone Star State School Counselor Association’s School Counselor of the Year Award, placing her among the top five counselors in the state of Texas. Ms. Rivera began her career as a bilingual kindergarten teacher at Jones Elementary in 2014. She also served as a school counselor at Jones Elementary, Utley Middle School, the Rockwall-Heath Ninth Grade Campus, and now at Rockwall-Heath High School. We are incredibly proud of Mynda and the positive, uplifting environment she creates for students and staff at RHHS. Congratulations!

The Board of Trustees approved the 2026-2027 Academic Planning Guide Highlighted Changes.

Approval of Multi-Campus Roofing Project at Ouida Springer Elementary School and Dorothy Smith-Pullen Elementary School Project Completion
The Board of Trustees approved the project completion for the Multi-Campus Roofing Project at Ouida Springer Elementary School and Dorothy Smith-Pullen Elementary Schools, which concluded with a $327,248 savings. The construction costs were funded through the Rockwall ISD 2021 Bond Authorization.

Approval of Ursula Rakow Middle School Construction Project Completion
The Board of Trustees approved the project completion for Ursula Rakow Middle School, which concluded with a $3.4 million savings. The construction costs were funded through the Rockwall ISD 2021 Bond Authorization.

Approval of Purchase Pursuant to Board Policy CH Local for Purchase in Excess of $100,000 from Board-Approved Cooperative Purchasing Program for Repairs to Rockwall-Heath High School Well System
The Board of Trustees approved the recommendation for the proposed quote from an approved purchasing cooperative to make necessary repairs to the Rockwall-Heath High School well system in Accordance with Board Policy CH Local for a purchase in excess of $100,000.00.

Approval of Purchase Pursuant to Board Policy CH Local for Purchase in Excess of $100,000 from Board-Approved Cooperative Purchasing Program for Flooring and Carpet Replacement at Rockwall-Heath High School
The Board of Trustees approved the recommendation for the proposed quote from an approved purchasing cooperative for the Rockwall-Heath High School flooring and carpet replacements in Accordance with Board Policy CH Local for a purchase in excess of $100,000.00.

Approval of Recommendation for Construction Manager At-Risk (CMAR) for District Construction Project – Rockwall High School and Rockwall-Heath High School Central Plant (HVAC) Replacement Project
The Board of Trustees approved a contract award to Veregy for Construction Manager for the Rockwall High School and Rockwall-Heath High School Central Plant (HVAC) Replacement Construction Project. Construction management fees will be paid out of the Rockwall ISD 2021 Bond Authorization.

Approval of Consultant Design Services and Project Delivery Method for District Construction Project – Sharon Shannon Elementary School Fire Alarm Replacement
The Board of Trustees approved the Consultant Services and Project Delivery/Contract Award Method. Services will be paid out of the Rockwall ISD general operating fund.

Approval of Recommendation for Competitive Sealed Proposal (CSP) Contract Award for Ursula Rakow Middle School Parking Lot Project
The Board of Trustees approved a contract award to BWC Education Group, LLC in the amount of $495,000.00 for the Ursula Rakow Middle School Parking Lot Expansion Project. Project costs will be paid out of the Rockwall ISD 2021 bond program.

Approval of Board Policies
The Board of Trustees approved Policy Update 126 regarding local policies.

Draft 2026-2027 School Calendar Update
The Draft District Calendar for 2026–2027 was presented to the Board of Trustees at the November 17, 2025, Board meeting. The calendar has also been shared with assistant principals, principals, the District Educational Improvement Committee, and PTA presidents to gather feedback. Revisions were made based on the input received. Next Steps: The updated draft calendar will be available to the public on the District’s website for feedback beginning December 16, 2025, through January 6, 2026.
