Rockwall, TX (January 22, 2026) – The Rockwall Economic Development Corporation (REDC) is announcing a significant leadership transition as former President Phil Wagner stepped down at the end of 2025. In an exciting development, the REDC welcomes back Matt Wavering, former REDC Vice President, who has assumed the role of President starting January 2026.
Wavering is no stranger to the REDC, having dedicated his talents to the organization since April 2017. Initially serving as the Director of Project Development, he later rose to the position of Vice President. After a brief period as the Director of Economic Development for the City of Fate, Texas, Wavering agreed to return to the REDC, bringing with him a profound understanding of leadership, business development, and economic strategies.
During his previous tenure, Wavering played a pivotal role in executing strategic land acquisitions and overseeing critical infrastructure projects. His efforts were instrumental in attracting and expanding numerous primary employers in Rockwall. With over a decade of experience in commercial real estate brokerage and management, he also served on the Board of Directors for the Champaign County Economic Development Corporation. Wavering holds a bachelor’s degree in economics from the University of Illinois at Urbana-Champaign and is a licensed real estate professional in Texas.
Having relocated to North Texas in 2014, Wavering and his family currently reside in Rockwall County. He has been an active community member, contributing as a volunteer to the Community Steering Committee for the Rockwall County Strategic Plan and serving as an ex-officio Director of the Rockwall Area Chamber of Commerce.
“Matt’s return to the REDC as President marks a significant triumph for both the Corporation and the citizens of Rockwall,” stated Kayne Pierce, 2026 Chairman of the REDC Board of Directors. “His extensive institutional knowledge and vast experience in economic development and commercial real estate are invaluable assets. We are thrilled to have him at the helm as we strive to diversify our tax base and maintain low property taxes for homeowners in Rockwall.”
Mary Smith, Rockwall City Manager, shared a similar sentiment. “The City is excited to welcome Mr. Wavering back to Rockwall where he has been instrumental in the planning and development of the Rockwall Technology Park. My staff and I look forward to working with Matt to continue on the pathway to providing opportunities for businesses to locate in Rockwall and further add to our tax base,” she said.
