Lone Star CASA: A Voice for Children in Crisis

Rockwall County, TX (March 24, 2026) – Meet little Chloe.

She is young, afraid, and disoriented. The last thing she remembers is her parents fighting — as they often do — but this time a police officer was there. This time, she was the one being taken away.

Her head hurts. Is Mommy okay? Where is her dog, Moose? Will she still get to see her teacher, Mrs. Grant? Most of all — where is her little brother, Jessie?

Heavy questions at 2 a.m. Especially for a seven-year-old.

Chloe has officially entered the foster care system, at least temporarily. While the removal is for her immediate safety, in a single moment she has been separated from every familiar face in her world: her parents, her brother, her teacher, her home.

This is where Lone Star CASA — Court Appointed Special Advocates — steps in.

Our mission is critical: to elevate the voices of children in Rockwall and Kaufman counties who have experienced abuse or neglect by providing trained volunteer advocates who walk alongside them and their families to help achieve safety, stability, and ultimately, permanency.

Since beginning service in Rockwall County in 1992 and expanding into Kaufman County in 2004, Lone Star CASA has trained dedicated volunteers to gather vital information, advocate in court, and provide informed recommendations to judges about what is in each child’s best interest. Only when children are safe can healing begin. Only with stability can they truly thrive.

In 2025, Lone Star CASA advocated for 272 children in our community. A total of 125 volunteer advocates traveled more than 87,000 miles, donating over 4,770 hours of service and attending 1,238 child visits and court hearings.

Most importantly, we provided advocacy to every child who needed an advocate — 100 percent of the time, for the duration of their case.

Children in the child welfare system have already experienced trauma and separation. Trust feels fragile. CASA volunteers become the consistent, trustworthy adult who shows up, listens, and speaks up when it matters most.
