Rockwall, TX (March 31, 2026) – Each year, the Rockwall Noon Rotary hosts a special recognition that underscores values of service and commitment while shining a light on local heroes – our first responders – who put their lives on the line every day.
In a spirit of gratitude and deep appreciation, the event brings together community leaders, public safety professionals, and Rotary members in a heartfelt celebration of courage, commitment, and service above self. The gathering is a powerful reminder of the sacrifices our first responders make daily – saving lives and homes, protecting our communities, and supporting neighbors across Rockwall County.
“We do not tell them ‘thank you’ enough – yet they still go out there every day to serve us,” said Kenda Culpepper, Rockwall Noon Rotary President, sharing experiences and interactions she sees on a regular basis through the selfless work they do each day.
Held at Rotary Hall on Thursday, March 26, this year’s luncheon honored this year’s Officer of the Year, Firefighter of the Year, Deputy of the Year, and Paramedic of the Year from the agencies serving Rockwall County in its entirety.
Detective Brian Dean (Fate Department of Safety) has served Fate since 2019 and is an investigator with the Crimes Against Children unit. Working with these vulnerable populations and in the schools, Detective Dean makes a difference in bringing hope and a future to local children.

Officer Greg Mosley (Heath Department of Public Safety) joined Heath in 2022 bringing extensive experience with him, which shows in his leadership and dedication. Known for having a very positive attitude, Officer Mosley is an excellent example of service while also showing commitment to personal growth and development.

Detective Cindy Carr (Royse City Police Department) is a proud veteran having served in the United States Army prior to entering law enforcement. Her service to the community now extends to the especially important work she does in the Crimes Against Children unit.

Officer Abigail Cisneros (Rockwall Police Department) knew she wanted to be in law enforcement early on. She is the first member of Anna High School to complete a four-year program coming through the Anna Explorers program. An extremely positive and dedicated officer, she joined Rockwall Police Department and was named 2025 Rookie of the year.

Deputy Jennifer Turnbaugh (Rockwall County Sheriff’s Office) began her career with Rockwall County working in the jail and proved to be a strong and capable leader. She made the move into parole a few years later, also proving to be an excellent officer – including making several high-profile drug stops that would become statewide cases.

Assistant Chief Shaun Clements (McLendon Chisholm Fire Department) is a selfless servant of the community demonstrated as he said “give the award to the next person” when told he was to receive this year’s award. However, Assistant Chief Clements had been unanimously selected by the crews he works with and is a most deserving recipient.

Battalion Chief Jay McKee (Rockwall Fire Department) selected by his peers for this recognition, Battalion Chief McKee demonstrates a high level of professionalism and leadership showing calm reassurance in the midst of crisis. Known as someone who will step up, he took on the Junior Fire Program, which has become a remarkable success as it continues to grow.

Paramedic Zachary Pulejo (Rockwall County EMS) found his path – and his calling – when his cousin encouraged him to consider an EMS career. In 2022, he joined Rockwall County EMS, completed his critical care course, and achieved flight paramedic certification. He is now a Paramedic Supervisor, passing on his knowledge, work ethic, and pride to those new to the field.

The Rockwall Noon Rotary is proud to have the opportunity to recognize these individuals and all first responders for the tremendous work they do. Whether enforcing laws and protecting our communities, interacting with those in need, or developing and educating our local youth, these professionals make our Rockwall County a wonderful and safe place in which to live, work, and serve.
