(Rockwall) May 27, 2013 – City of Rockwall Municipal Court Judge Cathy Penn and Associate Judge Debbie Waters were recently reappointed to another two-year term by the Rockwall City Council. Judge Penn has served in the position for three years. Waters is the City’s Court Administrator and associate judge. Council approved the reappointments at their May 20 meeting.
