(Rockwall) August 29, 2013 – The City of Rockwall was recently recognized as a Scenic City, earning the highest level of certification – Platinum. Implementation of high-quality scenic standards for public roadways and public spaces is the basis for certification by Scenic Texas, an organization that has identified a direct correlation between the success of a city’s economic development efforts and the visual appearance of its public spaces.
Scenic Texas’ long-term goal is to improve the image of all cities.
To qualify for certification, a city must have:
- A strictly regulated and enforced sign code
- A ban on new billboards
- A landscaping and tree planting program
Additional points determining the level of certification (Recognized, Bronze, Silver, Gold or Platinum) are earned by showing evidence of existing municipal ordinances, rules, regulations and programs that show a city’s awareness and commitment to quality-of-life development.
The program is designed to play a vital role in giving voice to the proposition that all citizens of any city are entitled to a green, uncluttered, visually appealing place to live, work and play.
Anne Culver, Executive Director of Scenic City Certification Program inHoustonsaid Rockwall’s five-year certification (2013-2015) as aPlatinumCertifiedScenicCitywas granted particularly for:
- Strong standards to enhance the visual character of its streetscapes (sign regulation, landscaping, underground utility lines);
- Clearly stated unity-of-design standards;
- Emphasis on establishing and protecting parks, trails and open spaces.
The city’s special districts, created to protect its historic and scenic character are outstanding examples of preservation, according to Ms. Culver.
The city will be formally recognized as a Scenic City reception at the Texas Municipal League conference in October.
