TOLL ROAD UPDATE: NCTCOG delays decision on long-range transportation plan

Changes to Mobility 2035 – 2013 Update will be considered Nov. 13 

(October 3, 2014) The North Central Texas Council of Governments plans to delay asking the Regional Transportation Council to consider an amendment to the region’s long-range transportation plan, Mobility 2035 – 2013 Update, until Nov. 13.

The RTC had originally been expected to consider the amendment at its meeting in October, but postponing a decision will allow more time for the RTC to review public comments about the Blacklands Corridor Feasibility Study, following that study’s public meeting Sept. 22. More than 1,200 attended the meeting, almost all expressing concerns about a potential toll road. Residents also submitted written comments in advance of the Oct. 2 deadline for input.

The feasibility study is examining transportation needs in the area stretching from Garland to Greenville that includes parts of Dallas, Collin, Rockwall, and Hunt counties. At the Sept. 22 public meeting, planners recommended a combination of strategies to help meet local and regional transportation needs in the area based on study findings and public involvement since July 2013. New and widened arterials, a new freeway/tollway, bicycle and pedestrian improvements, and IH 30 bottleneck improvements were among the recommendations.

NCTCOG staff is compiling public input, which will be provided to the RTC before it considers long-range transportation plan changes. The deadline to provide comments on the feasibility study was Oct. 2. Staff are now determining transportation options for RTC consideration. Through the 2014 amendment to Mobility 2035 – 2013 Update, staff are proposing to incorporate the most current project level assumptions for a small number of projects across the region, allowing the transportation improvements to meet critical deadlines and move toward implementation. Staff recommendations regarding projects to include in the amendment will be determined following review of public comments, and they will be presented for RTC action Nov. 13.
