ROCKWALL, TX (Feb. 25, 2015) The community is welcome to join the ribbon cutting festivities which have been rescheduled for 2 p.m. Sunday, March 22 at Phelps Lake (located at the intersection of Phelps Lake Drive and Great Lake Court, off John King Blvd). Bring the kids and fishing poles for some family fun!
