Rockwall City Council denies support for NuRock Housing Plan Grant

Council votes unanimously to deny developer’s affordable housing grant request.

(ROCKWALL, TX – Feb. 2, 2016) The Rockwall City Council voted last night to deny support for an affordable multi-family housing development proposed by NuRock Companies. At the developer’s request, the item was placed on the agenda for consideration after a public hearing about the proposal last month. A handful of residents attended and spoke both for and against the plan during the Open Forum portion of Monday’s City Council meeting.

Dan Allgeier, Senior Vice President of NuRock Companies presented his company’s plan for the Residences at Rockwall, which was set to be an affordable housing development, subsidized, in part with tax credits. NuRock submitted the proposal as part of a state grant application for federal tax credit funding through the Texas Department of Housing and Community Affairs. Since the Council declined to support the project, Allgeier has said that it will likely fail in the competitive grant application process.

Up for consideration was a vacant tract of land across from the Evergreen Senior Living facility located at 1325 South Goliad Street. The Residences at Rockwall included a total of 136 units, a majority of which would be rent controlled based on a resident’s income. During consideration, several City Council members mentioned that they had received an outpouring of opposition to the project, and that they felt compelled to vote accordingly.
