HEATH, TX (September 2, 2020) Heath Department of Public Safety Officers Michael Morgan and Dallas Talley were promoted to the rank of sergeant last night during a swearing in ceremony led by Interim DPS Chief Brandon Seery at Heath City Hall.

“We thank Sergeant Talley, Sergeant Morgan and their families for the hard work and time each has sacrificed to achieve the rank of sergeant,” said Interim Chief Seery. “We are confident in their abilities and  look forward to all that they will bring to the department and community in these important leadership positions.”

“Mayor Kelson Elam, each City Councilmember and I echo Chief Seery’s appreciation and confidence in our new sergeants and all of our Heath DPS officers for their commitment to serving the community,” said City Manager Aretha Adams. “This was an extremely competitive process due to the caliber of officers that applied. Each exemplified the professionalism and talent we have at Heath DPS.”

Sergeant Morgan, who grew up in Mesquite, joined Heath DPS in 2016 with 12 years of law enforcement experience that began with the Dallas County Sheriff’s Office and includes the Balch Spring Police Department.

In Heath, Sergeant Morgan has worked in the patrol and School Resource Officer units, where he helped develop the Standard Response Protocol for schools and played a key role in the development and revamping of the DPS Citizens academy and the first ever DPS Citizens on Patrol. In 2017, Sergeant Morgan received the Heath DPS Taylor Luther Officer of the Year award.

Sergeant Morgan has been assigned to Criminal Investigations, and works with an impressive level of certifications and training that include:  Master Peace Officer license; Basic Structural Fire Fighter; Driver Operator Pumper; Mental Health Officer; Court Security Officer; Field Training Officer; Fingerprint Technician, Police Instructor; Advanced School Resource Officer; Advanced Child Abuse Investigator; Advanced Human Trafficking training; Crime Scene; and Auto Theft Investigations training.

Sergeant Talley grew up in Rockwall and joined Heath DPS in 2016 with 12 years of law enforcement experience that began with the Rockwall County Sheriff’s Office.

In Heath, Sergeant has trained eight new officers as a Field Training Officer. The 2019 recipient of the Heath DPS Taylor Luther Officer of the year Award, Sergeant Talley also oversees traffic data with radar monitors and electronic speed signs.

Sergeant Talley has been assigned to the B Shift, and also brings an extensive level of certifications and training that include: Advanced Peace Officer license, Basic Structural Firefighter, Driver Operator Pumper, Emergency Medical Technician, Field Training Officer, and Basic SWAT.
