Rockwall ISD Board Meeting Highlights: Recognitions, Approvals & Teacher Incentive Allotment Update

ROCKWALL, TX (Feb. 21, 2022) The following is a Rockwall ISD press release summarizing Monday night’s RISD Board of Trustees meeting.

Board of Trustees Recognitions

The Board of Trustees recognized outstanding individuals and groups for the following accomplishments:

Rockwall Education Foundation Innovative Teaching Grant recipients for the 21-22 school year. Out of the 22 applications received, the REF approved 12 grants to 44 educators from 20 campuses for a total of $24,277. This year’s grants will affect more than 4,200 Rockwall ISD students. With this cycle of Innovative Teaching Grants, the REF has provided a total of $565,115 in funding for 338 grants involving 991 educators with a reach of more than 95,500 students.

House Bill 3 Teacher Incentive Allotment Update

District leadership provided the Board members with an update regarding the Local Designation System for the Teacher Incentive Allotment (TIA) approved in the 86th Legislative Session in House Bill 3. The TIA recognizes effective teachers on three levels: Recognized, Exemplary, and Master. These teacher designations generate additional teacher-focused allotment funding for districts to reward top-performing teachers. The TIA System Development Committee began scheduled meetings in October of 2021 to develop a TIA Location Designation System. The TIA application must be
submitted to the Texas Education Agency by April 15, 2022.

Schematic Design Review and Presentation for the Rockwall High School and Rockwall-Heath High School Gymnasium Addition Projects

District leadership presented the proposed schematic design for the Rockwall High School and Rockwall-Heath High School Gymnasium Addition Projects for Board review.

Update on Rockwall ISD Unlimited Tax School Building Bonds, Series 2022 and Summary of Recent Refunding Transactions

District leadership presented the following information to the Board of Trustees regarding series 2022 sale of bonds:
· The series 2022 sale issued $93,000,000 from bond authorization.
· Rockwall ISD maintained its excellent Aa2 (Moody’s) and AA (S&P) underlying ratings in addition to the Aaa/AAA Permanent School Fund (PSF) Guarantee Ratings.
· Projections used for the December board meeting presentation were based upon a 3.15% TIC. The final TIC for series 2022 was 2.8961%, which resulted in $5,135,359 less interest cost versus original projections.

Approval of the Salary and Compensation Plan for the 2022-2023 Fiscal Year

The Board of Trustees approved the following salary and compensation plan for the 2022-2023 fiscal year to hire and
retain highly qualified employees:
· General pay increase for all teachers, librarians, and nurses totaling $1,850.00.
· Additional market competitiveness adjustments to the general pay increase of $1,850.00 (see above) for teachers, librarians and nurses with greater than 14 years of experience are as follows:
>> 15-19 years of experience: $1,850.00 general pay increase + $500.00 market adjustment = $2,350.00 total
>> 20+ years of experience:$1,850.00 general pay increase + $600.00 market adjustment = $2,450.00 total
· Starting teacher salary increased to $56,000.00.
· General pay increase for all other employee groups applied to the mid-point for the employee’s respective pay grade of 3.0%.
· All eligible staff members would receive after-school ROCK care free of charge for the 2022-2023 school year.
· All eligible, full-time, permanent staff members would receive a one-time retention incentive check in December 2022 totaling $1,000.00.
· All eligible, full-time staff members would receive up to five additional local COVID leave days.
· All new teachers to Rockwall ISD would be eligible to receive a $500 signing bonus if they sign their contract before May 31, 2022.
· Provide increased stipends for ACE and BASE teachers in accordance with market demand.
· All eligible, full-time staff members would receive up to five local leave days for approved bereavement leave.
· The District will continue to provide a premium towards a $20,000 life insurance policy for all employees.
· The District will continue to provide a health insurance premium contribution of $361 per month for all eligible employees. This monthly employee benefit remains one of the highest health insurance premium contribution amounts of any surrounding school district.

Approval of Recommendation for Competitive Sealed Proposal Contract Award for the Rockwall ISD AudioVisual/Technology Equipment Bond Project

The Board of Trustees approved a contract award to Pro Computing Corporation in the amount of $1,503,501.28 for the
Rockwall ISD Audio Visual/Technology Equipment bond project. Campuses receiving equipment include Lyon, Nebbie
Williams, Pullen, Rochell, Springer and Stevenson Elementary Schools.

Approval of Recommendation for Competitive Sealed Proposal Contract Award for the Rockwall ISD Staff Devices/Technology Equipment Bond Project

The Board of Trustees approved a contract award to Dell Marketing, L.P. in the amount of $477,500.00 for the Rockwall ISD Staff Devices/Technology Equipment bond project. Campuses receiving staff laptops include Amy Parks, Cullins-Lake Pointe, Dobbs, Hartman, Jones, Lyon, Nebbie Williams, Pullen, Rochell, Springer and Stevenson Elementary Schools.

Approval of Recommendation for Competitive Sealed Proposal Contract Award for the Rockwall ISD Network Switch Upgrades/ Technology Equipment Bond Project

The Board of Trustees approved a contract award to Global Asset in the amount of $1,660,336.40 for the Rockwall ISD Network Switch Upgrades/Technology Equipment bond project. It is anticipated that this project will receive an E-rate award of approximately $830,168.00 of the total cost. Campuses receiving upgrades include Amy Parks, Cullins-Lake Pointe, Hartman, Hays, Jones, Nebbie Williams, Pullen, Shannon, Springer and Stevenson Elementary Schools. Secondary schools include Cain, JW Williams, Utley, Rockwall High School and Rockwall-Heath High School.

Approval of Recommendation for Competitive Sealed Proposal Contract Award for Network Equipment to Connect WAN Fiber Cabling

The Board of Trustees approved a contract award to Global Asset in the amount of $367,321.00 to purchase network components that will connect existing WAN infrastructure to the future dark fiber ring. It is anticipated that this project will receive an E-rate reimbursement of approximately $183,660.50 to offset the total cost.

Approval of Recommendation for Competitive Sealed Proposal Contract Award for Dedicated Internet Access Services – RISD Network Operations Center

The Board of Trustees approved a contract award to Zayo Group for both primary and secondary internet connections in the amount of $57,600.00 annually for the purchase of dedicated internet access services. The District has also applied for E-rate reimbursement for the project that, if approved, will offset 50% of the cost.

Approval of Recommendation for Competitive Sealed Proposal Contract Award for Dedicated Internet Access Services – RISD Secondary Network Operations Center

The Board of Trustees approved a contract award to Zayo Group for both primary and secondary internet connections in the amount of $57,600.00 annually for the purchase of dedicated internet access services. Approval of Recommendation for Competitive Sealed Proposal Contract Award for the Rockwall ISD Aquatics Center Infrastructure Renovations Project

The Board of Trustees approved a contract award to ICI Construction in the amount of $1,240,000.00 for the Rockwall ISD Aquatics Center infrastructure renovations project.

Approval of the Board-Approved Cooperative Purchasing Program for Cullins-Lake Pointe Elementary School Campus Furniture Replacement Project

The Board of Trustees approved the purchase pursuant to the Board-approved cooperative purchasing project for the Cullins-Lake Pointe Elementary School campus furniture replacement project in accordance with Board policy CH (LOCAL).

Approval of the Resolution for Employee Pay During Emergency Closure Due to Winter Weather in accordance with Rockwall ISD Board Policy DEA (LOCAL)

The Board of Trustees approved a resolution authorizing employee pay for February 3-4, 2022, when the District ordered the emergency closures of all district facilities.

Approval of Staff Development Minutes Waiver

The Board of Trustees approved the staff development minutes waiver for the 2022-2023 school year. The Texas Education Agency offers a staff development minutes waiver that provides a maximum of 2,100 total waiver minutes for professional development (early release, late start, all-day staff development, or a combination).
