Rockwall ISD Board Meeting Highlights: Approvals & JROTC Update

ROCKWALL, TX – March 22, 2022 — The following is a Rockwall ISD press release summarizing Monday night’s (3/21/2022) RISD Board of Trustees meeting.

Board of Trustees Recognitions – In an abundance of caution, given the forecast for inclement weather tonight, Administration will reschedule the Board recognitions for the April monthly meeting.

Board Approves Superintendent Contract
The Board approved the superintendent’s contract.

Schematic Design Review and Presentation for the Rockwall High School and Rockwall-Heath High School 9th Grade Center Campuses Project
District leadership presented the proposed schematic design for the Rockwall High School and Rockwall-Heath High School 9th Grade Center Campuses project. Architects conducted approximately 40 meetings and focus groups involving students, parents, teachers, instructional coordinators, department directors and principals to develop the new facilities. As a result, architects are ready to unveil the schematic design of each facility. At this stage in a project, the design professional typically describes the project three-dimensionally. Trustees received the first review and discussed the 9th Grade Centers at their Special Session on Monday, March 14, 2022. In addition to the schematic design, District administration presented the 2021 bond timeline posted to the District bond webpage. The 2021 bond program funds the proposed 9th Grade Centers scheduled to open in Fall 2024. One campus will be located on FM 1141, while the other campus will be located on the same property as the Dr. Gene Burton College & Career Academy.

Approval of Competitive Sealed Proposal Contract Awards for Facility Projects
The Board of Trustees approved competitive sealed proposal contract awards for the following District projects:
• Cain, Utley, Williams Middle Schools stage curtain replacement project to National Stage for $43,085.00.
• RHS and RHHS Performing Arts Centers stage curtain replacement project to National Stage for $127,175.00.
• Billie Stevenson Elementary School intercom replacement project to Total Fire & Safety for $62,830.00.
• Agricultural Facility fire alarm replacement project to Total Fire & Safety for $28,634.00.
• RHS and RHHS Performing Arts Centers audio and visual equipment replacement project to Digital Resources, Inc. for $1,360,801.65.
• Cain, Utley, Williams Middle Schools audio and visual replacement project to Digital Resources for $435,295.50.
• Interior painting projects at Amy Parks-Heath and Cullins-Lake Pointe Elementary Schools to JM Construction Solutions for $348,900.00.
• Wilkerson-Sanders Stadium turf replacement project to Hellas Construction, Inc. for $1,742,500.00.
• Student Chromebooks, carts and installation/technology equipment to Riverside Technologies, Inc. for $2,174,424.00.
• WiFi infrastructure upgrade and technology equipment to Global Asset for $365,251.30.

Approval for Professional Consulting Services
The Board of Trustees approved additional firms to provide Professional Consulting Services in the area of Test & Balance Services.

Approval for Construction Manager At-Risk for RHS and RHHS High School Gymnasium Additions Project
The Board of Trustees approved a contract award to Northstar Builders Group for the RHS and RHHS gymnasium addition projects.

Approval of the Resolution for Employee Pay During Emergency Closure Due to Winter Weather per Rockwall ISD Board Policy DEA (LOCAL)
The Board of Trustees approved a resolution authorizing employee pay for February 24, 2022, when the District ordered the emergency
closures of all district facilities.

JROTC Update
The Board of Trustees heard an update regarding the possibility of bringing JROTC to Rockwall ISD. This update included a review of work
over the last two years and the work still ahead to begin formalizing the application process. Trustees received an initial JROTC update on
Monday, August 16, 2021.
