Royse City Police Department arrests suspect in fraud scheme against elderly victim

Royse City, TX (June 17, 2025) – On, Friday, June 13, 2025, the Royse City Police Department responded to a residence of a 70-year-old female who was a victim of a fraud. The victim reported a subject had called her over the telephone on Thursday, June 12th claiming to be an investigator with the Federal Trade Commission. The person on the phone told the victim that her bank account had been compromised in a money laundering scheme. The suspect then convinced the victim to withdraw $35,000.00 in cash from her bank account in order to turn the money over to them for safekeeping while an investigation took place. The victim stated after she had withdrawn the money, a subject showed up at her house in Royse City and she turned the money over to him. The victim later told a family member what had taken place and the family member called the police department.

While an officer was at the house taking a theft report, the same subject called again in attempt to defraud the victim out of additional money. Officers and detectives with the Royse City Police Department worked with the victim and her family and after several phone calls, a meeting was set up where the suspect believed the victim was going to hand over an additional $50,000.00 in cash. Around 3:00 pm on Friday, June 13, 2025, the same suspect who had picked up the cash the day before arrived at the victim’ s residence and was immediately taken into custody without incident. During the course of the investigation, it was determined that the $35,000.00 taken from the victim the day before was possibly in a residence in Mesquite, TX. Officers from Royse City Police Department and Mesquite Police Department went to the residence and was able to recover all of the victim’s money. Due to the victim in the case being an elderly person, the theft charges in this case were enhanced to a higher level. The suspect, Balinder Kumar of Mesquite, TX, was charged with a Second-Degree Felony Theft for the $35,000.00 stolen from the victim on 6/12/25 and a Third-Degree Felony Attempted Theft for attempting to steal $50,000.00 on 6/13/25. The charges will be filed with the Collin County District Attorney’s Office due to the victim in the case living in the Collin County portion of Royse City.
