ROCKWALL, TX (Oct. 23, 2025) Rockwall Independent School District is proud to invite the community to the dedication of the James Randolph, Jr. Marine Corps Junior Reserve Officers’ Training Corps Hall at the Dr. Gene Burton College and Career Academy.
The hall is named after a James Randolph, Jr., a highly respected member of the Rockwall community who dedicated his life to the military and educational service. The community is invited to attend the ceremony and reception, which will take place inside the academy’s commons area at 2301 S. John King Blvd., Rockwall, TX 75032.
Born in Shanghai, China, in 1940, he endured the hardships of a Japanese concentration camp during his youth before answering the call to serve in the United States Marine Corps at age 17. He participated in major operations including Operation Totem Pole in Alaska and a peacekeeping tour in South Africa before being honorably discharged in 1962.
Following his military service, Randolph earned both a Bachelor of Science and a Master’s in Education from Northwestern State University. His 39-year career in education included service as a teacher, coach, and administrator, with a remarkable decade as Principal of Rockwall High School from 1994 to 2004. Under his leadership, Rockwall High rose from an “Acceptable Campus” to an “Exemplary Campus” by 1999 — the highest recognition from the Texas Education Agency.
Randolph’s contributions to education were recognized through numerous accolades, including being named Region 10 Secondary Principal of the Year in 1998 and later serving as a National Association of Secondary School Principals trainer for school reform.
The naming of the James Randolph, Jr. Marine Corps JROTC Hall honors both his distinguished career and the proud traditions of the United States Marine Corps.
