Rockwall ISD Voters Approve VATRE

ROCKWALL, TX (Nov. 5, 2025) Rockwall ISD’s Voter-Approval Tax Ratification Election was approved by voters today, giving the district access to $16.5 million annually to pay for employee salary increases, school safety, special education and student programs.

“The November ballot gave Rockwall ISD voters the unique opportunity to give themselves a tax break through the Constitutional Amendment to increase the homestead exemption while also supporting public school students and staff through the VATRE,” said Superintendent Dr. John Villarreal. “Rockwall ISD will use these funds to provide increased pay for employees, especially for veteran teachers, special education and student programs and support school safety and security. Thank you to everyone who participated in this election.”

The Rockwall ISD Board of Trustees approved the 2026-2027 employee compensation plan in a public meeting in August. Employees will receive a one-time check in November reflecting the VATRE increase for their work in 2025-2026. The same VATRE amount will be included in their salary for the 2026-2027 school year and will be counted towards the Teacher Retirement System.

The VATRE funds approved by voters will be used as follows:

64% or $10,500,000 will be used for Competitive Teacher & Staff Pay

24% or $4,000,000 will be used for Special Education & Other Student Needs

12% or $2,000,000 will be used for School Safety
