ROCKWALL, TX (Dec. 16, 2025) David Schoen, a lifelong Texan, has announced his candidacy for Place 6 on the Rockwall City Council. He and his wife, Mary, moved to Rockwall in 2015.
Schoen’s interest in city government began when he became involved in local zoning issues. He believes that growth is important for Rockwall’s future, but it must be managed responsibly. “The city’s infrastructure should keep pace with
new businesses and housing,” Schoen said. “I’m concerned about the rapid, uncontrolled growth and increasing density in Rockwall. Too often, large housing developments are approved without considering their impact on existing neighborhoods and city services.”
Schoen describes himself as conservative in both his values and his approach to city governance. He is committed to making fiscally conservative decisions about raising taxes, ensuring that any changes to tax rates are carefully considered and used only as a last resort.
Schoen explained, “I’m running for City Council to represent the citizens of Rockwall. Council members need to be accountable and actively engaged, not just go through the motions. Having experienced the effects of overdevelopment myself, I want to focus on responsible growth, transparent government, and decisions that benefit our community.”
Shortly after moving to Rockwall, Schoen learned about several high-density developments planned near his neighborhood. This prompted him to attend City Council meetings and get more involved. “I started to notice patterns in
how previous councils handled growth, and it concerned me,” he said.
Schoen has served on the Rockwall CERT team since 2015 and became Operations Officer in 2023. He graduated from the Rockwall Citizens Police Academy in 2021 and was appointed to the Planning and Zoning Commission in 2025.
“I’ve always wanted to give back to Rockwall,” Schoen said. “I believe in showing my dedication through action. I’m proud to be part of the community of volunteers who support Rockwall’s organizations and nonprofits. The sense of pride and community here is what I love most about Rockwall.”
David and Mary are members of First United Methodist Church of Rockwall. They have two children: Alexander, who attends Ursula Rakow Middle School, and Samantha, who attends Sharon Shannon Elementary.
