AI-Powered Tools Protecting Detainees in Rockwall County Detention Center

ROCKWALL COUNTY, TX (March 30, 2026) – In the summer of 2024, the Rockwall County Detention Center took significant steps to enhance inmate wellness by introducing OverWatch™, an advanced biometric monitoring system developed by 4Sight Labs, a leading provider of technology solutions tailored for correctional facilities.

OverWatch™ utilizes wireless wearable sensors to continuously monitor essential biometric data, including heart rate, blood oxygen levels, skin temperature, and movement. This ongoing surveillance plays a vital role in identifying early signs that may require medical intervention, allowing staff to respond quickly and potentially save lives within the custody environment.

Since its initial implementation at the Rockwall facility on July 3, 2024, OverWatch™ has been actively used for continuous monitoring, with participation from detainees being voluntary. The system has tracked 192 unique individuals and accumulated a total of 48,926 monitoring hours. It has generated 705 critical alerts, which translates to approximately one alert for every 69 hours of observation. Importantly, alerts are triggered selectively, based on exceeded physiological thresholds, which helps minimize alarm fatigue among staff.

In addition to OverWatch™, 4Sight Labs is introducing OptiGuard™, an innovative AI-powered liveness-detection feature aimed at enhancing safety and welfare monitoring for detainees using existing in-cell camera systems. OptiGuard™ applies AI-assisted video analysis to evaluate live camera feeds, determining the presence of a subject and detecting observable signs of life, such as breathing-related movement patterns. Should a subject be present without detectable signs of life, the system can generate a notification for staff to perform a wellness check.

The Rockwall County Commissioners Court has approved the trial implementation of this advanced technology at the Rockwall County Detention Center, with plans to potentially enter into a longer-term agreement with 4Sight Labs contingent upon the results of this initial period.
