ROCKWALL, TX (March 18, 2026) — The Royse City Tri-County Chamber Youth Leadership program, EMERGING LEADERS, is dedicated to fostering positive change by building a dynamic network of future leaders committed to making a difference in their community.
Each month, this inspiring program explores a new topic, broadening high school students’ perspectives on the many opportunities ahead. On Saturday, March 7, 2026, the excitement turned to County Government Day, where eager juniors engaged in meaningful discussions with County leaders, including Commissioner John Stacy, Justice of the Peace Liana Whitten, and County Court Judge Keith Wheeler.
The day began with an enlightening tour of the Historic Courthouse, where Commissioner Stacy explained the role of the Commissioners Court. Justice of the Peace Liana Whitten then provided insights into her responsibilities within the county’s legal system. The tour of the 4th-floor jail capped off the time spent at the Historic Courthouse.
The students toured the Rockwall County Detention Center, led by Jail Administrator Major Todd Calkins, who shared stories about inmates’ daily life and the programs available to support their well-being in the facility.
Their adventure concluded with an informative visit to Judge Wheeler in County Court at Law #1, where he explained the complexities of court proceedings and the jury trial process. Before sending them off, Judge Wheeler inspired the students with a message: “Leave things better than you found them,” urging them to prepare for future leadership opportunities. The day was not only an educational experience but also a call to action for these aspiring leaders to step up and make a difference!
The 2025/2026 program includes the following students, who are Juniors at Royse City High School: Alyssa Fry, Aziah Zamora, Ian McCrory, Jackson Bynum, Lucas Ratterree, McKenzey Wagner, Moises Vides, Nina Payne, and Teresah Macharia.
