Board of Trustees Recognitions
The Board of Trustees recognized and congratulated the following students and staff for their accomplishments:
Elementary University Interscholastic League (UIL) Academic Competition Winners – In the spring of 2026, students at each of our sixteen elementary campuses participated in the University Interscholastic League A+ Academic events that include Chess, Ready Writing, Music Memory and Number Sense. Ribbons were awarded to campus winners and the top scores were sent to the District-level competition. In each category, District winners were named in the top six places. Board of Trustees Report Continuing Education Hours
Board members have met and or plan to meet all continuing education requirements.
Approval of the Board of Trustee Monthly Meeting Dates for 2026-2027
The Board approved the Monthly Meeting dates for the 2026-2027 school year.
Senate Bill 546 Presentation
The Board of Trustees heard a presentation regarding the requirements of Senate Bill 546. The Texas Legislature passed Senate Bill 546 (2025) to strengthen school bus safety requirements statewide. The law requires all school buses to be equipped with three-point seat belts (lap and shoulder), including older buses, by the 2029–2030 school year.
What this means for Rockwall ISD:
- The district has reviewed its fleet and submitted required cost estimates to the Texas Education Agency (TEA).
- Current fleet status:
- 42 buses without seat belts
- 8 buses with two-point seat belts
- 102 buses with three-point seat belts
Estimated cost for Rockwall ISD to comply: $1.44 million
This is an unfunded state mandate, meaning no dedicated funding has been provided by the state legislature to cover these costs. Rockwall ISD will continue to explore state grant opportunities and other funding options to support implementation.
Approval of Competitive Sealed Proposal (CSP) for Rockwall-Heath High School Roofing Replacements Project
The Board of Trustees approved a contract award to Paragon Roofing in the amount of $1,067,078.00 for the Rockwall-Heath High School Roofing Replacement Project. Project costs are funded by the Rockwall ISD 2015 Bond Authorization.
Approval of Competitive Sealed Proposal (CSP) for Celia Hays Elementary School Roofing Replacements Project
The Board of Trustees approved a contract award to Weather Shield Roofing in the amount of $578,165.00 for the Celia Hays Elementary School Roofing Replacement Project. Project costs are funded by the Rockwall ISD 2015 Bond Authorization.
Approval of Adoption of an Order Approving and Authorizing an Extension of and Amendments to the Existing Standby Bond Purchase Agreement Relating to Such Bonds
The Board of Trustees approved the order and authorization extending amendments to the existing Standby Bond Purchase Agreement relating the Rockwall ISD District Variable Rate Unlimited Tax School Building Bonds, Series 2006.
Approval of Revised School Board Policy CKE (LOCAL)
The Board of Trustees approved revisions to policy CKE(LOCAL) to align with the district’s current practices regarding required security personnel. These changes were recommended by the Director of Safety and Security, and include adjustments to the authority and duties of School Resource Officers.
Approval of Renewal of Employment Contracts for Non-Chapter 21 Personnel
The Board of Trustees approved renewing Non-Certified Employment Contracts for those individuals recommended by the Human Resources Department for the 2026-2027 school year.
Approval of Renewal and Extension of Employment Contracts under Chapter 21 of the Texas Education Code for Administrators, Teachers, Counselors, Library Media Specialists and Nurses
The Board of Trustees approved renewing and extending contracts under Chapter 21 of the Texas Education Code for Administrators, Teachers, Counselors, Library Media Specialists and Nurses for the 2026-2027 school year as recommended by the Human Resources Department.
