ROCKWALL, TX (April 23, 2023) – The Rockwall City Council is now accepting applications from residents interested in serving on the City Council in Place 4. Mayor Pro Tem Trace Johannesen has served in the seat since 2018 but recently ran unopposed for Mayoral office. He will assume that role starting May 15, at which time Place 4 will officially be vacated.
By city charter, vacancies on the city council, other than the mayor, are filled by a majority vote of the remaining elected members until the next regular city election. Qualifications prescribed by city charter for filling a city council vacancy include the following:
- Must be at least twenty-one years of age
- Must be a qualified voter in the city
- Must have resided within the corporate limits of the City, or recently annexed territory, for at least twelve months prior to the filing deadline.

Applications will not be accepted electronically. They must be submitted in person in paper form at Rockwall City Hall, 385 S. Goliad Street during normal business hours (M-F, 8:00 AM to 5:00 PM) and are due by 5:00 PM on Friday, May 5. If you are selected for an interview, you will be contacted, and those will be held at a date yet to be determined.
