Our Unity 2050: Rockwall County Strategic Plan

Rockwall, TX (March 11, 2025) – The Rockwall County Strategic Plan 2050 was presented during the Rockwall County Commissioners Court regular meeting on March 11, 2025. The county collaborated with two strategic planning firms, Baker Tilly Advisory Group and Freese and Nichols, Inc., incorporating strong community involvement across Rockwall County to develop a plan that effectively guides us into the future.

This plan is based on a comprehensive set of data, which includes input from a Citizen Steering Committee, public and employee surveys, an extensive review of public records, and an analysis of existing plans. Numerous public forums were held to capture diverse perspectives and build countywide consensus. Thousands of hours were dedicated to in-person and small-group collaborations for this initiative.

“The purpose of the strategic plan is to create a roadmap for the development of Rockwall County as a safe, low-density, thriving, family-friendly community that serves as an oasis from the urban sprawl of the North Texas region,” said Commissioner Lorne Liechty. “I am proud to have been part of the steering committee that has worked to bring our community’s intentions into focus through this plan!”

The plan aims to:

– Promote responsible and sustainable growth and development while protecting against unnecessary government interference.

– Enhance government transparency and create better channels for communication between citizens and the county government.

– Foster collaboration among local governments and our representatives in Austin and Washington, D.C.

– Preserve our quality of life by developing high-quality transportation networks, improving critical infrastructure, and safeguarding natural resources and open spaces, all while enhancing economic opportunities and maintaining a safe, law-abiding community.

To ensure the strategic plan remains relevant and effective, the county will measure progress toward its goals quarterly and revisit the plan at least every three to five years.

The Rockwall County Strategic Plan 2050 is available at rockwallcountytexas.com/strategicplan under the “Reports” tab.

During the Commissioners Court meeting on Tuesday, March 25, 2025, at 9 AM at the historic courthouse, the court will accept public comments regarding the strategic plan.

The plan will be presented to the Commissioners Court for formal adoption in April.
