North Texas Municipal Water District elects Board Officers for 2025-2026

WYLIE, TX (May 27, 2025) – The North Texas Municipal Water District (NTMWD) board of directors has elected new officers who will lead the board through May 2026.

The NTMWD board is comprised of 25 directors from its 13 Member Cities who represent the region to ensure safe, reliable water, wastewater and solid waste services for more than 2.3 million North Texans.

The new officers were elected at the board’s May 22 meeting. They are:
• David Hollifield (Royse City), president
• Donald “Chip” Imrie (Rockwall), vice president
• Keith Stephens (Wylie), secretary

David Hollified, President NTMWD

Director Hollifield was appointed by the City of Royse City in 2017 and previously served as board vice president in 2025 and secretary in 2024. He also served as chair of the board’s personnel and real estate committees.
“I am honored to serve and follow the footsteps of our past presidents,” Hollifeld said. “This is an important time for NTMWD as we plan for the future of serving our fast-growing region, and I’m excited for the opportunity to be a part of the critical decision-making we will face over the next year.”

Hollifield is a realtor and managing partner for a real estate team with Coldwell Banker Apex Realtors. He serves as the chairperson for the Royse City Heritage Preservation Committee and is a member of the Royse City Chamber of Commerce and the Royse City Rotary.

Donald “Chip” Imrie, Vice President NTMWD

Director Imrie was appointed by the City of Rockwall in 2019 and served as board secretary in 2025. He also previously chaired the board’s finance and personnel committees. He was a board member of the Rockwall Economic Development Corporation for seven years and was involved in several other community organizations. Imrie is retired from GMR, a facility analysis and engineering firm.

Keith Stephens, Secretary NTMWD

Director Stephens was appointed by the City of Wylie in 2019 and has previously chaired the board’s water, wastewater and personnel committees. He is a former Wylie City Council member and Mayor Pro Tem. Stephens also serves as an Advisory Board Member for the Wylie Independent School District Education Foundation and President of the Board of Trustees for the Philadelphia Perpetual Care Community Cemetery Association. He previously retired from a career in the telecommunications industry and is a small business owner.
