ROCKWALL, TX (Dec. 29, 2025) Rockwall City Council Member Mark Moeller has announced he will be running for reelection for Rockwall City Council Place 2.
Moeller, who is the current Mayor Pro Tem, was first elected to Council in 2022, re-elected in 2024, and is now running for his final term on City Council.
Mayor Pro Tem Moeller first came to Rockwall in 2002 when he was appointed as Rockwall Police Chief. He served in that role for over 13 years, during a time of tremendous growth and change in our City. After a 38 year career in law enforcement, with the first 25 years with the Dallas Police Department, Moeller retired in 2015.
Since his retirement, Moeller served for six years on the Board of Directors for the Rockwall Central Appraisal District, six years as a member of Rockwall’s Planning and Zoning Commission, and the last four years on City Council.
With a life long commitment to public service, Moeller stated, “It has been my greatest honor to serve the people of Rockwall in these different aspects since 2002. I look forward to serving for another two years with our mayor and
council as we face the challenges of continued growth to our city.”
Mark and Debbie have been married for over 46 years and have two adult children and four grandchildren, all of whom live in Rockwall and Rockwall County. Mark and Debbie are also some of the founding members of Hope Global Methodist Church in Rockwall.
