Scott Dodson Announces Bid for Re-election to Heath City Council, Place 5

HEATH, TX (Jan. 15, 2026) Scott Dodson has announced his bid for re-election to Heath City Council – Place 5.

“Over the past year and a half since I was elected to City Council, we have faced some incredible challenges and together have risen to the occasion to provide immediate relief and long-term solutions for our citizens,” said Dodson.

“When I took office, we were in litigation with our sole source water supplier, three neighboring cities and a developer who was intent on out-waiting and out-spending our City at the detriment of other much needed projects such as road repairs, infrastructure and providing services to our community.  We had no water contract in place, no long-term water solution for the needs of our citizens and our roads were in disrepair as budgeted dollars had to be re-directed to pay for skyrocketing legal fees.”

“Since taking office, we have ended all litigation in negotiated settlement agreements, returning our legal spend to levels not seen in 6 years.  This has enabled Heath to initiate much needed road repairs and a priority list that we will continue to execute against to make our roads safe for our citizens.

We have driven forward and are executing against an aggressive Comprehensive Water Plan where I serve as Committee Chair, that will more than double our water supply through a series of water wells while simultaneously doubling our storage capacity.  As a result of our settlement with North Texas Municipal Water District and The City of Rockwall, Heath received an additional 500,000 gallons of water per day this past July and will receive an incremental 500,000 gallons in July of 2026 and then again in 2027. Together, we have taken control over our greatest capability gap and will resolve this for the residents of Heath today and well into the future.

We are spending more on road repairs in the next 12 months than Heath has in the last 5 years combined, including the completion of long-awaited projects such as Hubbard Drive, Terry Lane and the re-paving of Horizon Road and FM 549.  Additionally, as the City’s representative on the County Road Consortium, we have re-activated TxDOT projects for the widening of FM 740, Horizon Road and FM 549.  With the assistance of Commissioner Liechty, we will continue to move these projects forward to help manage the traffic that has impacted our City as growth in other communities has strained the capacity of our roadways.

We will also start the repair process for some of our ageing infrastructure like the bridge on Meadowview Drive and other targeted structures that are long overdue.

From a development standpoint, Heath has had the lowest number of housing starts in recorded history at 23 last year. We have not and we will not compromise on the density of our City nor will we allow developments that do not meet our high standards or adhere to our ordinances.  As such, we have passed some of the most stringent development ordinances in the State to help protect and preserve our desire for open spaces, unique and upscale properties and redundancy so that the unique character of our neighborhoods is maintained.

In 2026, Heath citizens will also experience the launch of our showpiece, Town Center Park, a new Public Works Building, (2) Public Safety Facilities and a refresh of our City Hall and Community Room to name a few high-profile assets for our City. Our citizens will see new trails and trail connections, Park enhancements and amenities that align with our Comprehensive Plan that supports a Premier Outdoor Lifestyle Community.

While much has been accomplished, there is still so much more to do to ensure that Heath retains its character in a sea of development from surrounding communities.  We must fully execute our multi-level water plan, repair our roads and expedite our TxDOT projects for our thoroughfares, continue to tighten our standards to ensure the right types of residential and commercial development in Heath, attract upscale and unique businesses that will support our sales tax base, strengthen our Public Safety Department to protect our citizens and partner with neighboring cities, counties and other cities throughout Texas to fight State level over-reach into our local government that would forever change the way of life that the citizens of Heath have fought to secure for their families.
