The Board of Trustees participated in the annual Team of Eight School Board training as required by the Texas Education Code to talk about the future of Rockwall ISD. The training covered various topics, including:

  • Statewide Trends in Public Education;
  • Budget Outlook;
  • Student Enrollment Trends; and
  • Changes in School Choice.

Statewide Trends in Public Education

Across the state, public school districts are seeing similar changes:

  • Student growth is slowing down. Fewer children are being born, and fewer families are moving into communities due to the economy and rising housing costs.
  • Families have more choices for their child’s education, including charter schools, homeschool, private schools, transfers, and online learning.
  • New programs, like Educational Savings Accounts (ESAs), give families even more options in the future.
  • These changes are not just happening across the state, they are beginning to happen in Rockwall ISD.

Budget Outlook

The Board reviewed the district’s current budget and what to expect in the years ahead.

  • The district is currently in a stable budget position, due in part to the support of our community through the Voter Approved Tax Rate Election (VATRE).
  • Like many school districts, Rockwall ISD is experiencing rising costs for staffing, supplies, and daily operations due to inflation.
  • In the future, there may be budget challenges if state funding does not increase at the same pace as costs.

Student Enrollment Trends

The Board also reviewed a demographic report of how many students are attending Rockwall ISD and what is expected in the future.

  • Enrollment is slightly lower than expected this year at about 278 students fewer than projected.
  • This is not just happening in Rockwall ISD. Districts across Texas are seeing similar trends.
  • Growth is slowing due to lower birth rates, the economy and higher housing costs.
  • Families also have more school options today, including charter schools, homeschool, online programs, and transfers to nearby districts.

Rockwall ISD remains a growing district. While enrollment continues to increase over time, it is growing at a slower pace than in the past.

Changes in School Choice

The way families choose schools is continuing to change.

  • More students are attending virtual schools or schools outside their home district.
  • Programs like ESAs could expand those choices even more in the future.

Because school funding is tied to the number of students who attend, these changes can impact how much funding a district receives.
