Rockwall County Welcomes New Fire Marshal

ROCKWALL COUNTY, TX (May 19, 2026) – Steve A. Gutierrez comes to Rockwall County as a respected fire service and public safety professional with over 27 years of leadership experience in fire prevention, emergency management, and code enforcement. He recently served as the Fire Marshal and Emergency Management Coordinator for Forest Hill, TX, overseeing fire prevention, inspections, investigations, and emergency operations while collaborating with municipal leaders and public safety agencies.

Before his time in Forest Hill, Gutierrez dedicated over 22 years to the City of Mansfield Fire Department in various roles, including Firefighter, Lieutenant, and EMS Coordinator. His extensive background has given him a deep understanding of both operational and executive-level public safety functions.

Now retired from Forest Hill, he is set to begin a new chapter as Fire Marshal for Rockwall County. Gutierrez is knowledgeable in fire codes, fire protection systems, and emergency planning, regularly working with IFC, NFPA standards, and local ordinances to ensure safety compliance.

Gutierrez is a licensed Peace Officer in Texas, enhancing his skills in investigations and coordination of public safety. Gutierrez holds an Associate of Applied Science degree in Fire Service Administration and Fire Protection Technology and is pursuing a Bachelor of Applied Arts and Sciences in Fire and Emergency Services Administration from Texas A&M University–San Antonio.

He is an active participant in organizations such as the Fire Prevention Association of North Texas (FPANT), where he monitors legislation that impacts the fire service. Mr. Gutierrez employs a collaborative leadership style, demonstrating effective communication, problem-solving abilities, and a commitment to servant leadership.

Outside of work, he is a devoted husband, father, and grandfather. He and his wife, Jennifer, have been married for 32 years. They have two adult daughters and three granddaughters, with a grandson on the way. His family inspires his dedication to service and community impact.
