Rescheduled Blacklands Corridor Transportation public meeting set for Sept 22

Study concluding, public encouraged to stay involved as recommendations move forward

September 10, 2014 – The rescheduled public meeting about transportation in the area between Greenville and Garland will be at 6:30 p.m. Monday, Sept. 22 at The Rockwall High School Performing Arts Center at The Utley Middle School Campus. Following the presentations, attendees will have an opportunity to provide comments and ask questions.

The public meeting was initially planned for Sept. 4, but it was ultimately cut short due to exceeding maximum occupancy restrictions at NeSmith Elementary School in Lavon.

On Sept. 22, a live stream of the meeting in Rockwall will be online and accessible from www.NCTCOG.org/blacklands where more information about the study is available.

Planners are recommending a combination of strategies to help meet local and regional transportation needs in the area. New and widened arterials, a new freeway/tollway, bicycle and pedestrian improvements and IH 30 bottleneck improvements are among the recommendations.

A number of different entities complete transportation improvements, and multiple partners would need to be involved in implementing the recommendations of the Blacklands Corridor Feasibility Study once more thorough environmental studies are finished. Regional partners furthering work on recommendations may include cities, counties, the Texas Department of Transportation, toll authorities, transit authorities, and NCTCOG.

The feasibility study showed that a new location highway could improve mobility in the area. Texas Turnpike Corp., a private firm, has begun work to develop this project as a potential toll road. Representatives from Texas Turnpike Corp. will be at the public meeting to answer questions and describe what residents can expect from a state-mandated environmental assessment they will begin this fall. To determine a project location, Texas Turnpike Corp. must complete an environmental and public involvement process under the supervision of the Texas Department of Transportation.

Since initiating a feasibility study last year, NCTCOG has determined that transportation needs exist in an area stretching from Greenville to Garland that includes portions of Collin, Dallas, Hunt, and Rockwall counties. Planners have conducted a multimodal analysis of transportation alternatives to guide development of solutions and conceptual projects. In December, a final report will present recommended strategies for the entire corridor.

The study area encompasses US Highway 380 and Interstate Highway 30, and includes portions of Collin, Dallas, Hunt, and Rockwall counties. The corridor is approximately 35 miles long from Garland to Greenville and 440 square miles. It represents a transitional zone from urban land use in the west to more rural use in the east.
