Rockwall ISD Board of Trustees Meeting Highlights: Recognitions, Approvals & 2022-23 School Calendar

ROCKWALL, TX (Dec. 14, 2021) The following is a Rockwall ISD press release summarizing last night’s RISD Board of Trustees meeting.

Board of Trustees Recognitions

The Board of Trustees recognized outstanding individuals and groups for the following accomplishments:

o Nhien Trinh, a student at Springer Elementary, is the District holiday card winner. Elementary schools across the District submitted student artwork for the competition. The winning artwork was printed as the official Rockwall ISD holiday card.

 

o Gayle Kidd, 5th-grade educator at Cullins-Lake Pointe Elementary, was awarded the Dr. Tom & Betty Lawrence American History Teacher Award by the National Society of the Sons of the American Revolution. Ms. Kidd received the award based on her projects to teach the American Revolution.

 

o The 2021 Class of the Rockwall ISD Leadership Academy completed its program on November 16. The participants learned about elementary and secondary curriculum, data walks, school finance, board governance and heard from a principal and student panel during the seven-week program. The Rockwall ISD Leadership Academy allows participants an opportunity to learn about Rockwall ISD.

Approval of District and Campus Improvement Plans

The Board of Trustees approved the District and Campus Improvement Plans. Each year campuses develop a Campus Improvement Plan to identify student groups that require additional support to succeed in student achievement measures. District leaders also collaboratively create a District Improvement Plan to guide district and campus staff to improve student performance for all student groups across the District. The plans will be posted to each campus website.

Board Approves 2022-2023 Academic Planning Guide Substantial Changes

The Board of Trustees approved the 2022-2023 Academic Planning Guide Substantial Changes. Course additions include: English II SAGE Honors, Debate III, Advanced Placement Seminar, Practicum in Law, Public Safety Corrections and Security, Robotics III – Engineering Design and Problem Solving and Computer Science III.

Approval for Aquatics Center HVAC Replacement Project Completion

The Board of Trustees approved the Aquatics Center HVAC replacement project completion. The project was completed on time and under budget.

Approval of Guaranteed Maximum Price for RHHS Cafeteria Dining Addition

The Board of Trustees approved a guaranteed maximum price of $1,593,999 for the RHHS cafeteria dining addition project. This project is scheduled for completion in August 2022.

Approval of Construction Manager At-Risk for 9th Grade Center(s) Project

The Board of Trustees approved a contract award to Northstar Builders Group for Construction Manager for the Rockwall ISD 9th Grade Center(s) projects.

Approval of Construction Manager At-Risk for RHS and RHHS Gymnasium Additions Project

The Board of Trustees approved a contract award to ICI Construction for Construction Manager for the RHS and RHHS gymnasium addition projects.

Approval of Construction Manager At-Risk for RHHS Multi-Purpose Tennis Facility Project

The Board of Trustees approved a contract award to Core Construction for Construction Manager for the RHHS Multi-Purpose Tennis Facility project.

Update on Technology Fiber Ring Construction Project

The Board of Trustees heard an update that the District has secured 100% of the funding for this project without the use of general operating funds.

Approval of Resolution Approving Issuance and Sale of Bonds

The Board of Trustees authorized the issuance of $93,000,000 of bonds for bond projects.

Approval of Establishing Sale and Issuance of Tax Refunding Bonds

The Board of Trustees approved the District exercising the option of an early termination securities agreement through a market termination payment. To make this financially feasible, the District recommended initiating two security transactions. The first transaction will be a bond refunding to refund the Series 2006 variable rate bond issue and additional series’ 2011, 2012A and 2018. The second transaction is to issue Series 2022B taxable refunding bonds for the securities termination payment. The savings from the first transaction will offset the cost of the second transaction. This will allow the District to terminate the variable-rate securities agreement with no adverse effects on the District’s debt portfolio.

House Bill 3 Teacher Incentive Allotment Update

The Board heard an update regarding the Teacher Incentive Allotment (TIA) approved in the 86th Texas Legislature. The TIA System Development Committee began meeting in October to develop a TIA Location Designation System. The TIA application must be submitted to the Texas Education Agency by April 15, 2022.

Draft of 2022-2023 School Calendar Presented

District leadership presented a draft of the 2022-2023 School Calendar for information. The draft calendar will be posted to the District website for online public comment and feedback from December 14-January 4. A final draft calendar will be presented at the January board meeting for possible action.
