Congressman Pat Fallon recognizes members of our community with distinguished Patriot Award

ROCKWALL, TX (Feb. 23, 2024) – The Congressional Patriot Awards are a unique and meaningful recognition of those in our district who put community and country before self. Rep. Pat Fallon said, “These great Americans demonstrate excellence through leadership, volunteerism and achievements.” Less than 1/1000th of 1% of all Americans have been honored in this way.

On February 17, 2024, the district held its first Congressional Patriot Award presentation ceremony at The Rockwall Republican Women’s Luncheon, where 10 great Texans were recognized and a second event at Luigi’s Italian Café in Rockwall where 25 members of the Rockwall community were recipients.

County Commissioner Cliff Sevier, County Clerk Jennifer Fogg, Justice of the Peace Mark Russo and General Counsel of the Commissioners Court Victor Carrillo were among the honorees.

Cliff has served for 12 years on the Court after a successful career in the US Army where he retired with the rank of Sergeant Major. He was elected to the Rockwall City Council before assuming his seat on the Court.

Jennifer was elected as the Rockwall County Clerk in 2022 after 15 years of service in various capacities in the County Clerk’s office. In January 2024, she became Vice President of the Urban Recorders Alliance for County Clerks and joined the County and District Clerk’s Association of Texas Core Legislative Group. She is also a member of the Rockwall and Royse City Chambers of Commerce.

Mark was elected to the Rockwall City Council in 2008. He became Mayor Pro-Tem in 2011 and was elected Justice of the Peace in 2012. He is the first Justice of the Peace in Texas to complete the months-long Centers of Excellence Program. He is an active member of the Rockwall County Historical Commission.

Victor is a former city councilman, county judge, university professor, and petroleum geologist/geophysicist. He served as Chairman of the Texas Railroad Commission for eight years. In January 2024, he was named to the newly created position of General Counsel of the Commissioners Court of Rockwall County.
