Rockwall City Councilmembers sworn in

Rockwall, Texas – May 25, 2022 – At their regular meeting on Monday May 16, the Rockwall City Council held a swearing-in ceremony for three Councilmembers in Places 2, 4, and 6. One of the members sworn-in was new to the Council, and two were incumbents, all were uncontested. The election had been scheduled for May 7, but it was cancelled because none of the races drew opponents.

New to the Council, in Place 2, is Mark Moeller, former Rockwall Police Chief who retired in 2015 after a 38-year career in law enforcement. Most recently, Mr. Moeller served six years on the Rockwall Planning and Zoning Commission, and also served six years on the Board of Directors of the Rockwall Central Appraisal District.

Also sworn-in were incumbents Trace Johannesen (Place 4), and Anna Campbell (Place 6); each of the three Councilmembers took an oath of office with District Judge David Rakow to begin serving their two-year terms.

To cancel the general election this year to fill these council seats, the City Council officially passed an ordinance at their meeting on March 7. This is a move that saved taxpayers nearly ten thousand dollars.

Shortly after being sworn-in, Trace Johannesen was appointed as the new Mayor Pro-Tem, replacing John Hohenshelt, who recently termed out of office. Rockwall City Councilmembers are subject to term limits and are eligible to be elected to three two-year terms.
